This past Friday – Juneteenth – Colorado’s Governor Jared Polis signed into law a sweeping new police reform bill. The bill bans qualified immunity, contains new restrictions on crowd control methods (to protect protesters), severely restricts use of deadly force, introduces criminal charges for officers who do not intervene if a fellow officer uses excessive force or violates constitutional rights, requires body cams for all law enforcement officers and alters guidelines for their use, requires that officers document a lawful basis for every encounter they initiate, and collects and collates that documentation at the state level.
